To pull up the cheats menu, simply pull up you phone. In order to be able to activate the key pad on Niko’s phone, you have to wait until Roman gives you his old phone. You then have to punch in the numbers and call the number for the cheat to activate, from there you may activate the cheats via Niko’s phone at your will, assuming you already saved the game of course. Do be aware, some cheats disable achievements.
