How to Get The Skilled Artisan Achievement

  1. Go to town Tevrono.
  2. Save your game.
  3. Talk to Tenuta the Blacksmith.
  4. Have her craft 5 pairs of Gauntlets (Seeking Gauntlets
  5. Wait for the achievement to appear.
  6. Reload your save and enjoy.

The Fine Magic items seem to refer to NPC crafted items that have the glow effect.

The sparkle effect appears to be a different rarity.
