- First, you need a single adult of marriageable age.
- Then, you need to hire a worker of the opposite sex, and raise their satisfaction to max.
- At max satisfaction, if there is an eligible spouse available, the worker will ask to join and marry into the family.
Bonus
You can also persuade your married couples to have kids, if you can give them the right requirements.
