  1. Proper cc80 perks (basically select all combat perks).

For the 3 diplomacy configurations (Diplomacy per turn, Initial Diplomacy, and Negotiated Increase), I find the following to be the most consistent setup in regards to early blackmail:

  • Diplomacy with other powers worth an additional -3 per turn (a.k.a. unselected).
  • Initial diplomatic value: -30.
  • Negotiation penalty: -20.

You can modify the diplomacy configurations as you prefer (lower/no negotiation penalty etc.), but I believe diplomacy per turn is the most important configuration and is better left unselected.

  1. Consul with lobbyist, negotiation expert, and goodwill ambassador skills (preferably level 2).
  2. Invest in diplomacy tech (leave enough for blackmail).
  3. First 3 turns don’t setup admin (Production affects blackmail costs).
  4. Admin setup after turn 3.
  5. Skip turns.

Things to note while playing:

  • Reject wars.
  • Accept blackmail.
  • Slowly negotiate and ally.
