That can be a problem, as Settlements that have their fortifications reduced to 0 lose all of their inventory, and won’t start selling any new items until the fortifications are repaired.
IIRC, Towns and Capitals will sometimes be selling Hops, and you might find them at Marketplaces too. Selling Granite Blocks to help these places recover faster might be your best option in this scenario…
