I can confirm that this fix recommended by others significantly improved my stuttering both in cut-scenes and gameplay.
Go to Nvidia Control Panel, Manage 3D settings, Add Mortal Kombat 1 to Programs, Set FPS Max to 60, Enable Low Latency Mode, and set power management to Perfer Maximum Performance.
Note: Make sure that you have the latest 537.34 Nvidia driver installed.
That fixes everything for me. No stuttering in game, story mode or cutscenes. Hope this helps!
