Make fodder and reins. Fodder in right hand, reins in left. Come up sneakily, throw the fodder to get horse to eat it.
While it’s eating, sneak up behind it and press E to open radial menu and click the Mount icon.
Hand on until it is tamed. Then you can make a saddle for it so it has Inventory space.
