You can indeed buy seeds from visiting merchants, but you can neither predict when they show up nor affect which seed they’d offer you.
Otherwise seeds can also be received as rewards for completion of some VIP requests and some goals once you get to them.
Also, you can’t run out of seeds as they work like access cards or game disks/cartridges if you want – you just “plug” a seed into a cultivator to start growing the corresponding ingredient.
And then if you unplug it or plug another in its stead, the seed will show up as free and can be planted again when you need it.
