When you’ll do the part where you study the laws you need to end up get enough GPP to skip the Ruth fight and end up fighting the rank above.
You need lost all the fights on purpose till you get to fight Ruth again and it trigger a cutscene.
After that fight you will get another Cutscene that you will never get all the way till rank 1.
So after you lower GPP enough to fight Ruth it then trigger the cutscene.
After that you made sure to fight every fighter which trigger all the missing cutscenes you need to beat the Silver League and continue the story.
