You need to pull out the build tool by pressing ‘B’. Then on a valid build zone, looking more at the floor works better, you press ‘R’ to change from repair to build option of the build tool. Then use the q and e to cycle.
If this isn’t a bug then you should look more directly at the floor when building as it can have trouble understanding that you looking to build something.
