First, get on a second floor on your left.
From there, jump on the railing (try to jump where I marked with red dot).
Carefully walk to the end of it where another starts (stand where I marked it).
After that try your best to land on a lamp (it might take you a few times but trust me its possible) or just drop down on the table.
