Some cards are unlocked in each run depending on the citizens, some cards are unlocked by spending progress points when the city reaches a certain level, some cards are unlocked in the camp and some cards are unlocked in the throne. It is a way for there to always be progress and the player to feel like they are moving forward.
During the roguelite, you can earn empire resources if you exit the run before being fired from the city. You can receive 30% of the total if you exit the run before finishing a city, 50% if you exit the run right after finishing a city, or 100% upon completing the entire run.
However, the game is designed to be completable without relying on any meta-progression. This means you can finish the game without using any empire resources to purchase perks for the throne or the camp.
What does tower artifact actually allow
It should allow you to do that and allow you to build farms, extractor etc.. in other places that are not ground.

How to backup your saves
If the situation happened in the roguelite mode (exploration), you can load the backup save file. In the main menu, in the continue part, there is a purple tag over the continue expedition button, press that button and you will be able to load a backup save file.
