Basics
TLDR:
- Happy People = More Resources.
- Lots of People or Overworked People = Faster Resources.
- Overworked People = Not Happy for Long.
Workforce
The Sum of the factors that affect a buildings current rate of production.
Driven by the weighted percentage of all the population, multiplied by the workload (0.5-1.5) and the decisions taken.
Each member of the population adds a proportion of the total efficiency, as shown above in a copper forge, a single work will add 33 workforce to the building in this case. 3 workers total over a single class.
In a multi-class building each class with be weighted, usually based on training. In the example shown above, a distillery, each worker is worth 15 and each craftsman is worth 25. 5 workers total for 75 and 1 craftsman totalling 100
Total production time is a direct multiplicative to 1 over the number show divided by 100
From the above examples on a Copper forge:

Efficiency
The Sum of the factors that affect the efficiency of the output
Driven by the morale of all population classes working in the building, usually only the primary class except in power generation buildings and affected by decisions taken.
Morale is set to thresholds as shown below
Total Efficiency is a direct multiplicative the number show divided by 100
From the examples on a Copper forge:

Summary
Both output factors are tied together, using the workforce slider in the population management screen.
Reducing the workforce can be used to boost morale, and therefore increasing efficiency, at the cost of lower workforce, and therefore great production time.
And whilst the inverse is also possible, higher workforce levels will result in an overworked debuff, a penalty to morale, if used for too long.
