She’s Right Here
There is a safe house not far from her route that, peculiarly, requires the game to load a new area. The safe house has multiple exits, but only one at street level. That exit is just on the other side of that wooden barricade/wall thing in the picture below. She travels between two similar (identical?) bodies wearing masks, one at the location indicated and one south-east around the corner.
Spent way too long looking for her to cure her cold, gave up, then tripped over her by accident.
