What Is The Most Efficient Way to Earn Gems?

As for earning gems as fast as possible, the best things you can do is either progress the game (rift, dreamland, leveling, or story) or buy bundles, which I recommend the story bundle, which has insane value for the cost compared to other deals ($15 for 50~ rolls if you complete it by reaching story milestones.

Can purchase up to 3 of those packs as of now I believe.

Make sure to take a look at your quests and events often to see what you can work towards for more gems and rolls.

I wish I could provide you a faster method but, unfortunately, these are the only things you can really do afaik.

On average, you’ll be spending ~24k gems on dragons who need only one treasure/give you all but one if you end up hitting hard pity, but not the worst case scenario.
