Food

Use half-rations for the food when morale is high, but supplies are low. Click on soldier overview (next to train speed setting at the bottom). From this screen you can look at the ration column and at the very top you can set rations for everyone at once.

Do this before you run out of food, of course. Ideally you want to start doing this as soon as your morale recovers from the events in Moscow.

The penalty for being “hungry” is not that bad, as long as your soldiers don’t have wounds. You want them to be fully fed to heal quickly. And they occasionally get negative events (accidents) from being hungry.

You don’t need 100% morale all the time, as far as I can tell.

You may get a kitchen and make soup (20 food), which needs 10 food + 20 herbs to craft. With half-ration, you don’t really need to worry about food.

Oil

It is possible (in the inventory overview) to dismantle resources and items into fuel. So if you run out of fuel in the middle of nowhere – you can still burn wood and herbs and… essentially anything that can be set on fire.

The convertion ratio is not exactly merciful though.
