Hunters can win if Womigon isn’t A7+ and there is no Kanis in team. Vanguards need a strong Leo to beat tanks (A7+). If your leo can’t deal TRUE DMG you can’t beat tanks. Vanguards will only win vs Tanks that don’t have Kanis or A7+ Womigon. Summoners aren’t a perfect counter to tanks but if you’re.

It is assumed Koraxia is not played since most people don’t have her at a playable evolution. Tanks with A7 Womigon + Kanis destroy Vanguards, even if they have Heimdall. In Vanguard mirrors (without Heimdall), stronger Leo usually wins. High awakened Leo + any other 4 wenfyrs for a 5/5 faction bonus can allow Leo to solo a team by himself.

It is assumed Artemis is not played since most people don’t have her at a playable evolution. Hunters need a lot of stuff to be viable in PvP. Bionic Bracers are 100% required and Crimson Meteor is HIGHLY recommended.
They are also very stat hungry since they also need AS on top of all the other stats. All of them need to hit specific AS thresholds for their skills to be effective. Ideally, you play Wenfyr 4/5 faction bonus with awakened emma as 5th. Rebecca and Purin Esaki might be detrimental to your winrate because of bionic bracers. You want to delay losing the bracers effect for as long as possible.
B Tier

It is assumed Koraxia is not played since most people don’t have her at a playable evolution. If you have koraxia, you might be able to beat tanks but you still lose to Vanguards and Summoners. If you have A7 kora, you might be able to beat everything but i haven’t seen anyone with A7 Kora.
