How to Solve Spire Puzzle Solution

To solve the main puzzle, you need to put glowing dots in a certain order. To figure out the right pattern, you have to find two pieces of a scroll. These pieces are in two different shrines inside the tower. Once you have both parts, you can put them together to see how the dots should be arranged.
