Easiest way is to use the field stations to scan for them. They do despawn after a certain amount of time has passed so if you do see them either while wandering around or on the map don’t linger too long to go after them.
Aside from that best I can say is just check the area under where the bird perches.
When he is above the pond they frequently end up in the water. I have managed to harvest one when this happened as the feather was floating and I was able to stand on it and chop it with my axe.
At the birdbath they can end up on top of the bird bath, in the branches below it, or on the ground around the base of it.
Perched on the fence I don’t think I’ve ever seen any feathers drop from him near those areas. May be worth checking though.
Most other perch places are fairly obvious: picnic table, the laser, etc. It’s easy to walk right under them if you aren’t looking up to see how often they get stuck on grass or weeds or whatever objects are likely above you.
