Giving a province castle targets is not considered a province war tactic. A province war tactic for example, is the Feint suggestions some regents sometimes make. But that’s usually an unreliable tactic. One of the better tactics to get this achievement is Joint Offense or Ranging Attack.
Joint Offense is when you begin a march and order your province to join you. And if the province army is marching alongside you to take a castle, make sure the province armies take that castle and you get the achievement.
Ranging Attack is the opposite. When you being a march, a regent could potentially suggest that they could attack another castle as a distraction, instead of marching alongside you. If you permit the regent to commit the ranging attack, the province armies will swarm at a castle and take it for you, while you march and attack wherever you wanted to go.
