Guide to Increasing Efficiency on Planets as a Psionic Empire
Guide to increasing efficiency on your planets when playing a psionic Empire, feel free to add your own ideas and possible additional sources of buffs.
Psionic Empires, unlike all other ascensions, do not get a way to assemble pops, putting them at a potential strategical disadvantage. To counter this, I’ve found a few ways to gain immense amounts of bonus resources from pops. Output sadly depends heavily on Galactic Paragons DLC.
Core of this stratagem is use of telepaths: this job by default amps pop output by 10% and comes in twos with each psi corps! That gives a nice +20% boost on ALL psionic pops.
But we can do better! How about ramping that output with a good council position? Reforming after gaining Chosen One leader enables special civic which can provide up to double effect of Telepaths on level 10, making telepaths provide 1.4x multiplier on psionic pops.
This is not enough, we can go higher – After nerfs in 3.10 truth seeker no longer provides council bonus of 10%. Instead the trait, and shroud preacher (destiny trait available for EVERY leader class), were changed into 25% boost for psionic pops on planet (and 12.5% on sector).
This means sectors should cover as many planets to make each level 8 governor give as much value as possible. This makes governed planets provide 1.65x multiplier, while whole sector gets 1.525x.
Last but not least, agenda for psionic tradition tree provides +20% resources from psionic pops regardless of chosen Covenant, amping to periodic boost to 1.85x/1.725x multiplier just for that direct Shroud uplink.
UPD: Shroud preacher and Truth Seeker are now almost identical.
And as a finisher there are Covenant buildings – regardless of Covenant choice this is 3 Telepath jobs which are boosted by Councilor to provide up to +60% resources from jobs total! This is once per empire building, so sadly this can’t be just spammed everywhere.
However on the chosen planet, after building up a council, governor and the Covenant, this means that planet’s population can produce as much as 2.45x resources just because they’re Psionic! And that’s before you play with designations and ascensions, which can reduce their upkeep while increasing output (don’t sleep on adaptability traditions if you’re going to ascend planets)!
And as a form of ending I’d like to add potential, but not necessary minor buffs that can increase your power even more! Oligarchic authority gives +2 to effective councilor skill, which means Divine Conduit makes Telepaths give +2% resources more. Memory Vault gives another +1 to effective councilor skill and with build desiring destiny traits it will pay dividends for investing in it. Statecraft traditions finisher is another +1 effective councilor skill as well as access to its agenda’s +2 effective councilor skill. Holy Covenant federation at its hefty 5th level provides Zro Catalysis edict which gives another +15% resources from psionic pops.
