Notes: Inside of the Black Anvil Forge Trading Post, 2nd floor. The arrow in the picture shows the piton to go up, follow the platforms up, take another piton on to a roof, drop down through a hole in the floor, and follow the pathway to the portal.

You have to jump off of a cliff near the Crimson Manor waypoint near Windwhisper Lodge on the map. Second pic is showing the waypoint & cliff you can stand on, then where you’re flying to.
