The lvl is sometimes necessary for some story progression events with certain heroines and it seems it’s easier to fill the “blocks” (the state stage lvl) the higher the level is. But then what matters is the numer of blocks (the state lvl).
When you leave a heroine with state levels, the nex hour she will enter the corresponding state. In Heat for Lewd, Devoted for Service and Turned on for Perv. These are not really events per say, they do not appear in the recollection room but they are nice additions.
When Devoted a girl has a chance to s**k your d**k without warning when she sees you in the morning or if you click on her she can ask for it. And there is also a special scene if you go to sleep with one of the three Ichinose if she is Devoted (the ingame tips mention it).
When In Heat she can entice you like the other state and if you already discovered the Love Hotel she can propose to go there (without a cost).
When Turned On she can also entice you but there is also a chance that she is lying on her bed touching herself and you can interact with her in this state of course.
The number of blocks seems to be only the lvl of lewd,serv,perv. The more there are, the longer and the higher the chance to enter the corresponding state occurs.
