A big part of the “no customers” is to not have excess commercial zoned, even if you have demand. There is a very large disconnect between demand and need.

Disposable income does seem to effect what form of entertainment the sims choose to use so fixing the high rent should help. A quick band-aid fix would be to lower taxes for them and see if it helps. Another is the traffic you mentioned. Flushing out public transit routes can also help them to save some money while also funneling them to the commercial areas.

The biggest fix would be too look for areas with many “no customer” tags and rezone about 1/2 of the commercial as residential. Higher the density the greater the effect. Remaining commercial can also be replaced with mixed use housing. Its sort of mid density commercial.

The last bit would be zoned size of the buildings. A 6×6 lot will require more customers to make up for the higher rent then a 2×6 would as an example. Mixed use housing is good for this as well.
