How to Harpoon

Honestly, I feel that part wasn’t really explained well. You can harpoon technically everything but it has 1 of 3 outcomes.

The Fish is too big / too strong and it will just automatically escape, you can’t really do anything about that. You can keep dealing damage with the Harpoon and try to spear it until it’s weak enough or dies completely for you to collect.
You can catch the fish in that attempt already, but you need to button mash (or do something else depending on what harpoon tip you have) and if you succeed with the QTE, you catch it.
The fish is small enough / your gun is strong enough to catch something without requiring a QTE in the first place and it happens automatically.

The Quick time event is very obvious and will display what buttons you are supposed to press.
