Once you are in the car, immediately drive to the long straight road near the sea, on the right of the island.
The trick is to don’t drive as fast as you can, because you risk to came to the end of the straight road and slow down to make a turn.
Drive enough fast to make the counter go down, then slow a bit. If the counter start to rise, accelerate and then go slow again.
You should finish the mission before the end of the straight road, if you are unable to do it then you can do a U-Turn before entering in the port area.
Doing it the counter will rise a lot, but you should not explode if was it empty before doing the turn.
On PS2 it was really easy because the PS2 buttons are analog, like a trigger in a modern controller. This can make the car drive accelerate ad a medium speed.
On PC and android the acceleration is always at full, so you had to press and release the button constantly at the right pace to avoid to accelerate too much.
