Hiring a spy might help, as they can get missions to plot to assassinate rebel leaders – afaik, if the leader dies, the stack disperses.

Seek audience with nearby countries that you have good relations with and demand they aid you in your war. This or try to get royal weddings and do the same.

If you have a lot of gold, you can hire a trader and take missions to “entice mercenaries” (or skip that if you already have mercenaries within your borders), following that, you can hire the mercenary band to deal with rebels in your realm (usually at quite steep prices–one band was something like 2400 to hire and then a constant 25 for upkeep).

Try to catch the rebels out in the fields of a province with a lot of secondary castles. Wait until they finish raiding and then attack them, the will have much lower morale.
