How to Unlock
First Tone Fragment
The first tone fragment can be found in one of the spy vaults early on in the quest. In my case it was in vault A, but I am guessing that can vary.
Second Tone Fragment
The second tone fragment can be found in the forge room aboard The Flying Dutchm– err the Tempestarii
Done!

yes my own forge then tempestarii forge on my sec run and on my first run it was on spy A sorry bad grammar
No worries! I think it appears on both your own forge and the Tempestarii’s, might be a bug idk.
the 1st one spawns on one of three , i got mine on b . just a heads up
1st one showed up on site A for me and the 2nd showed on both my Railjack as well as the Tempestarii. (both showed in the same run but only saw it before i was able to enter the Tempestarii)
Yeah the ones on the railjack must count only as the second one no matter which one to scan it must equal = 2nd
