A quick guide on how to get the fishing rod in the game (may contain spoilers).
Getting Fishing Rod
The fishing rod can be obtained by talking to a fisherman named Huang, who is located on the western part of the map in Arenside, the initial area of the game. However, you will not be able to get it right away, as you will need to progress to the part of the game where you discover Eltisweiss (just continue doing the main missions of the game and you will reach it without any problems).
As soon as you arrive in Eltisweiss and the game opens the map of this location, you should leave through the exit located to the south of the map, which will take you to Grum County. In Grum County, go north, where there is a castle icon, corresponding to Xialuke Fort. Watch the cutscene, pass through the Fort, and you will exit on the northern part of Grum County.
Now you must return to Arenside, located in the northeastern part of the map, where there are icons of several houses together (this was the area where you started the game). In Arenside, go to the southwestern part of the map, where you will pass over a small wooden bridge over a river, and right after it, you will find Huang. Talk to him and answer that you love fishing, and he will give you the fishing rod and instructions for its use!
