Pre-order Colors
Some people are getting confused with the “extra” colors in the Pre-order/Deluxe/Ultimate Edition.
The Pre-order colors are for the Color 10 for Outfit No. 1 for the following characters: Ken, Juri, Jamie, Manon, Dee Jay, and Chun-Li.
The Deluxe/Ultimate Edition colors are for the Outfit No. 1 Colors 3-10 for the 4 additional “UNRELEASED” DLC characters (Rashid, AKI, Ed, and Akuma).
If you did the Pre-order, right now you should only get the Color 10 for Outfit No. 1 for Ken, Juri, Jamie, Manon, Dee Jay, and Chun-Li.
If you didn’t do the pre-order, you don’t get these colors.
If you just bought the Deluxe/Ultimate Edition, you will not get anything right now because those DLC characters are not available right now.
Since you stated that you did the Pre-order, and you haven’t received the Color 10 for Outfit No. 1 for Ken, Juri, Jamie, Manon, Dee Jay, and Chun-Li, I’ll recommend you to report this issue to Capcom for further assistance.
