To align the gaps you want to CLEAR the outermost ring but you may need to use a different setup on the right. You can do so by clicking on one or more of the circles to the right in this case it is the second circle.
To move the lock tabs, use the A and D keys for the left side of the screen.
–Your ability to line up the gaps will depend on the difficulty of the lock and your skill.
==Some locks may not be meant to be opened, so don’t use too many picks — come back later.
Try clicking on the right side until the gaps line up and then select E to fill the gap with a key.
When the Outer circle is removed, proceed to the next one by clicking on another circle that aligns on the right side.
Save before trying it to get the hang of it.

The statement that no one is saying clearly on any guides (outside of comments below them) is the following: every opening must be filled to “clear” each ring; and, whatever spaces the first key you use doesn’t fill must be filled by the other keys.
So, for example, if you have two rings with five openings each, if you use two keys with two pips each on the first ring, you will fail, because you will be left with one opening on the outer ring and two keys that each have three pips.
It’s like a magic-eye puzzle. Once I realized the second set of openings isn’t random, but the openings left over after the first key, the whole system made sense and I couldn’t believe I had been confused. But until I understood this, it seemed random and infuriating to me.
